First of all let me start by saying THANKS to everyone for their thoughtful,
honest, responses. As of now the issue is settled. I received many
responses both for me, against me, and those with no answer but general
support. I came to the following conclusions.
The Scouter has probably met the time requirements (Registered = Time) So I
conceded that issue.
The following issues I did not concede on: All requirements have not been
signed off on by me (Webelos Den Leader)
This Scouter or any other may come to me with one of the requirements each
week, I will go over the requirements with them and then sign off if they
meet the requirements. It has been my standard policy all along to not just
sign off on a multitude of things at one time.
Since this Scouter has four things left to be signed off on, then it will
take until almost Christmas to do so.
He will then receive his AOL at the January pack meeting, the next normally
scheduled award ceremony.
The next scheduled bridging ceremony will be held in February at the Blue &
Gold. It is his choice weather to attend or not. The Boy Scouts have
advised him that they think this is his best course of action. That he
could bridge before then but that the "pomp and circumstance" will be worth
