There seems to be some confusion about where the "21 Scout" Troop size came
from. A couple years ago National did a survey of Troops that the Councils
considered the "best" Troops in their Council. Among the results was that the
AVERAGE size of the Troops was 21 boys, hence 21 Scouts is the optimal size.
This does not mean that you cannot provide an excellent program with 5 boys or
with 50 boys just that the Troops that the Councils decided were the best
averaged 21 boys. You must remember that YOUR criteria and the Councils may be
entirely different and is based on their perception of a Troop.
While I kind of like the "score sheet" approach some folks have posted I would
suggest that in addition visiting with the Troop and maybe going on a campout
needs to be added. Are the meetings fun? Are the campouts fun? What role does
the SM and other leaders take in the events? Are there duties assignments, who
made them? Is it a Boy Run troop or that in name only with the SM pulling the
strings. What kind of outings do they do? What is the safety record for the
Troop? These are a few question I would ask.
I know from experience that it is tough to run a quality program with a small
Troop. After we started the Troop in '92 we had 5 to 7 boys for several years,
slowly we grew until today we are at 16 with about 75% active. Even though we
are small, in '97 when we had about 12 Scouts 4 went to National Jamboree
including one on staff and I went as a contingent leader. We attended summer
camp every year since '93 as a Troop, 3 have served as Counselors in Training
and one on staff as a C.O.P.E. instructor. 3 Scouts have held several OA offices
including Chapter Chief. In '98 we did a High Adventure in South Dakota, and
Colorado and one Scout did the Mountain Man Trek at Philmont. Last weekend we
went swimming, this weekend we have a JLT and planning campout, December the
SPL, an ASM and myself are attending a winter camp school in Minnesota. January
we will be skiing and in February we will be winter camping in Minnesota. Next
summer will be another trip.... Probably Wisconsin, Michigan, Indiana and Ohio.
