This is a moot point, going to troop activities has nothing to do with
Den / Pack participation.

This comes down to the definition used for "active". Here are two
1) attending X percent of all offered den / pack activities
2) attending X activities per month
It sounds like he probably qualifies if you use #1 but not if you use
#2. I have polled a couple of other scouters here and have received
In your position, I would probably remind the parents that their son is
really pretty young to be joining Boy Scouts. And while it wasn't HIS
fault that there wasn't an active den in the summer, I take the
"ACTIVE" clause in the AOL to mean six months WORKING with his den and
not just being on the roster.
