Normally I would stay out of this, however...
My council has kept a record of merit badge councilors and publishes a list
which is given in both printed form and on disk to each troop. This gives
troops the ability to get others involved when necessary to help the youth
get the badges they want to earn.
As to checking on the councilors, there is one youth (recent eagle) who if
you ask him about his merit badges won't know half of them. I had questioned
the fact that the youth earned 2 merit badges with his parents who had filed
to become councilors but were not approved when he and other boys received
them. I dropped the pursuit of this because other scouts were involved and I
felt that the child should not suffer for the sins of the parents.
Even the scoutmaster was questioned if the scout should receive the Eagle
award based on the merit badge information. They wanted the father out of the
position he had in the troop and felt that the youth would not continue in
scouting after this and they would both leave.
He was given his Eagle. Changes have been made for the better and hopefully
this will never happen again.
I will only give more information on this youth if necessary. It is NOT the
main topic of this post.
