Another interpretation if you please:
Req. 8 - Show that you can find and improvise a natural shelter
minimizing the damage to the environment.
Improvise from what? Only "natural" ingredients and not those normally
carried when hiking (10 essentials) or from the survival kit made up in
Req. 5? IMHO that kind of ties the thing together - Be Prepared and
show that you are. Also, the requirement is to "minimize the damage to
the evironment". This would be hard to do if only naturally occuring
materials could be used to improvise shelter.
Req. 9 - Spend a night in your shelter.
I hadn't thought about this one; it is peculiar that "sleep" isn't a
requirement here but it is for Camping MB. (This could open up a whole
new can of worms ... What if a Scout pitches the tent but stays up all
night talking and playing cards? Lets not go there!!!!) And "improvise"
bedding is not part of this requirement. Again because of safeguards
for the well being of the individual IMHO I think I would let him use a
sleeping bag anyway.
After all, the merit badge is designed to promote an awareness and
preparation for Wilderness Survival not experience it.
Oh well, that's my $0.02. YMMV
