I know of no "rating list." The single most important thing, in my opinion,
is how well the Webelos feel they fit in with the troop. If they like the
Scouts and the program, they will stay in. If they don't, they will drop out
quickly no matter how the adults "rate" the troop.
Another thing to consider is a single troop might not be right for all the
Webelos in a den. As a Scoutmaster, I would rather see all the Webelos stay
with the program than have some miss out on Scouting in an attempt to stay
