Our council would have a hard row to hoe trying to verify registration
of MBCs. As far as I know, there has never been a council-wide MBC
list, and our council office recently managed to delete EVERY MBC in the
council from their computers! The districts are having to just about
start from scratch rebuilding their MBC lists, because every MBC is
having to re-register. There is an "unofficial" council-wide list (that
most troops would have a hard time finding out about) that was compiled
by combining the district MBC lists. However, some of those district
lists are out of date, and the list does NOT include troop-only
counselors. Needless to say, I don't think our council will be checking
MBC registrations on blue cards any time soon.

The SM (or other troop leader) *can't* verify the signature--he has
nothing to compare it with. All that the SM and advancement chairman
can do is make sure that their Scouts go to MBCs who are on the district
or council list, and if they go to summer camp out of council, take it
on faith that the counselors there are properly registered.
