Yes, your Council and District or Service Area (for Girl Scouting) should be
the first folks to ask....but if you can't get a straight answer, or they
seem not to know, that's when you take to keyboard and electrons and post it
to all of us. Between the 2000 or so of us around here, we'll come up with
some ideas or provide you with the right answers (or pointers in the
direction of the right answers).

I wouldn't. I would give your District and Council a try, and when they
can't come up with the answers you need, I would post again here...and
continue to post here.
Despite some others that say "you shouldn't have posted here at all," this
is YOUR place to ask OTHER Scouters to provide you with information -- just
like you would if if you'd picked up your phone and called up one or several
of us and asked.
