NO. A Scout must have 7 of the CURRENTLY listed ERMB's to advance to

Yes. Cycling and/or Hiking, earned prior to 4/1/99 can be used as 1 or
2 of the 7 ERMB's needed for Life advancement (even if Swimming is also
used), and as one of the 12 ERMB's for Eagle (in which case the others
would count as elective MBs.
