The question originally posted referred to Activity Pins, not rank. In the
private response I sent to the post I cited two examples where it would be
possible to earn activity pins before earning Bobcat. Both involved a time
of joining issue. If a boy joins the Cub Scouts, as a 4th or 5th grader,
just before a district event that offers Activity Pins, such as Day Camp, or
an Activity Pin Fair, both of which our district does, then he could indeed
complete requirements and earn Activity Pins before completing requirements
for bobcat. We actually present the Activity Pins at the event.
What a boy cannot do is earn the Webelos Badge, regardless of how many
activity pins, before earning Bobcat.
I also do agree, however, that a boy should earn Bobcat in a couple of weeks
at most. But you cannot deny him Activity Pins earned, just because he may
have joined a few days before an Activity Fair and has not earned the Bobcat
rank yet. If all goes according the grand plan, he would complete Bobcat
before the next pack meeting and get everything awarded, Activity Pins and
Bobcat rank at the same time.
