You asked if a Webelos had to earn the Bobcat badge prior to
receiving any Activity Badges. The answer is a resounding YES.
As a Webelos leader now in my 3rd year with Webelos, we have had
several scouts in this situation who just joined our pack as a
As you stated, before a Webelos can earn the Webelos patch, he
must first earn the Bobcat patch if he's never earned this rank
previously. The Webelos rank is a combination of several
requirements which include earning the Fitness Activity Badge and
two other badges in entirely separate categories. Even though he
may earn certain Activity badges, he may not receive these until
all the Webelos badge
requirements have been completed. The same goes for the Bobcat
badge. He must first earn Bobcat, then the 3 Activity Badges and
other requirements before getting the Webelos badge.
My youngest son, Andrew, is now finally a Webelos Scout. Since he
attended our District's week long Day Camp and also the 3-day
Webelos Summer Encampment, he earned 5-6 Badges this summer. He
can not receive any of these until he meets the Webelos badge

I've had a new situation arise. Our pack has had many Wolfs and
Bears join and the first thing they can earn is the Bobcat badge.
We've had many new Webelos join before, too, and the first thing
they've earned is the Bobcat.
A different situation, however, has arisen. Must a new Webelo
earn the Bobcat BEFORE he can be awarded activity badges? In all
my time as a trainer, CM, DL, or WL I've never had this question
