1-- Is this one Scout having problems with him or more. If one, it's an
isolated incident, or a personality clash. After all, not every kid is
going to like every leader. If several kids, it may be an indication of
2--What is the "character" problem. Again, is it one person having
problems with another, or something more serious.
I'd certainly look into it. This could be a symptom of serious problems or
it may turn out to be nothing much.
