I would recommend against the No Confidence Vote.
My alternative would be to counsel the boy to find out why he is
uncomfortable. If it is because he is shy or troubled, then further
counseling with the boy is worthwhile for his developement. If there is
something wrong with the Scoutmaster, and quite frankly I am talking about
Youth Protection issues, there is only one proper response, call the Scout
Executive and the leader will be quietly (I emphasize quietly) removed from
Scouting. This is not a vote issue. With respect to Youth Protection voting
is the dumbest idea available because we are not holding a popularity
contest; we are protecting our children.
Now there is a third alternative, the SM could simply be not the best SM in
the world, and here you have the question of whether it is time for the him
to step down and a new SM put in. But this is not the proper subject for a
"no confidence" vote either. Rather it is the perogative of the committee
and sponsor to change SMs.
