No they can not. It is not authorized for adult wear.

Not true. It is worn as a Temporary Patch on the right pocket. (per the
1999-2001 Insignia Guide - page 13 for Cub Scouts & page 24 for Boy

The World Conservation Awards are YOUTH awards (Cub Scouts and Boy
Scouts earn different versions).
