When I was Cubmaster several years ago, we made participation in the
fundraiser a mandatory event, however, given that some people did not care to
sell the popcorn they were given a in-lieu-of contribution option. So in
your case, the optional contribution would be about $20 to the pack(approx.
the value of the commissions on $60 of sales ). While this does not send any
money to the Council, that was only a secondary benefit to the pack anyway.
BTW, we also set the "goal" at $XX per family, therby not overly burdening
the couple of families with siblings in the pack, after all they only have
one set of neighbors, grandparents, etc.
