Thank you. That is similar to what I was sent, but I was sent the 1997
version, and it might have been from a slightly different section of the R&R
(I received Article XI, Section 1, Clause 2, paragraph (b)) and said they went
FIRST to the Council, unless the Council chose to allow them to remain with
the CO IN TRUST for future Scouting.
In either case, it is clear that the CO DOES NOT get unrestricted access to
the assets to dispose of as they wish (which would be the case if they OWNED
them), but that, one way or the other, the assets must remain in the Scouting
So, where does the conventional wisdom stand now? Does someone have an
authoritative source that contradicts this section of the R&R?
