I don't know who posted the original question, but I agree with JJJr but for
a different reason:

To *me*, the Scout Oath or Promise puts together all of the elements of
In it, I'm expected to "obey the Scout Law", so I would have to at least be
knowledgeable about the Scout Law and what it says; I also promise to "help
other people at all times" which of couse, is the Slogan simplied.
Uniforming is important but more important to me would be how the Scout is
taking the ideals he pledges to every week and making them work in his daily
life. If he's "...doing his best..." he will correctly wear his uniform, he
will "be prepared" and he will uphold in the best ability as he can the
Scout Oath or Promise and Laws.
