On a daily basis, I would expect them to live according to the Oath.
Once a week, I fully expect them to wear that uniform. For the Scouts at
least, it really is only one or two hours a week that we ask them to
outwardly display that they are a Scout.
Consistent refusal to wear the uniform, however, negates the other
yardsticks for measuring Scout Spirit. There is no room in that
definition to be ashamed of one's identity as a Scout or to simply be
disobedient and disloyal.
