OK, I'm not _that_ old ( :-), but I've never heard of graduating Tigers in
February. That's really not a good idea ... Tigers should graduate in May/June,
when school gets out and they are 2nd graders ... so they can transition into a
Wolf Den for the summer activities.
First graders cannot be Wolf Cub Scouts. First graders/7 year old boys can be
Tigers, as described in the Tiger Cub Guidebook, which states on page 12:
"The best time for graduation is at the end of the school year, as soon as all
of the Tiger Cubs in the den are elgible to become Cub Scouts (by completing
first grade or by turning eight)."
On the other hand, Webelos should transition to Scouting in February or March
... which _may_ be at the Blue & Gold Banquet. I've had boys transition in both
months; both worked for the local Troops and, more importantly, for the boys.
