I believe that there is no requirement that an individual belong to a
recognized religion to meet the "Duty to God" requirements of the BSA.
Rather, in the limiting case, the Scout is asked if he will follow the
promises of the Oath and of the Law (A Scout is Reverend). If he says that
he will, how he does it is his business. A Board of Review might ask him
about Wicca and what its practices are, but it would be from a point of view
of interest and giving the boy a chance to talk about himself; it would not
be to judge if Wicca is a "satisfactory" religion.
