There is no surprise here, because there is no such requirement. Many people
confuse "Two-Deep Leadership" with "Youth Protection."
The first is the requirement for at least two (and preferably more) adults on
any outing. Note this is only for outings, not meetings.
The second is the requirement that no adult ever be alone with a Scout not
related to the leader. There is no requirement the third person be an adult.
A second Scout's being present satisfies Youth Protection guidelines.
