I work the District Advancement Committee in Central FL Council and I think
I have the info you need.
Back in August 98, Explorer Posts that were essentially career exploration
units (police, fire, medical, media, etc) were moved to Learning for Life.
Scouts registered in these units were given until Dec 99 to complete their
Eagle USING THE OLD REQUIREMENTS (no Pers Fit MB) As of 12-31-99 scouts
registered in the LFL Exploring program will no longer be eligible to work
on Boy Scout advancements UNLESS they are also registered in a Boy Scout
troop and the Boy Scout advancements are then processed through the troop.
Also in Aug98, those Explorer Posts that were more high adventure related
became Venturing Crews. Scouts registered in these units can also work on
Boy Scout advancement without having to be also registered in a troop as
Venturing is a division of the Boy Scout program (LFL is not.) The
requirements for Eagle used by Venturers is the same as those for Boy Scout
ON April 1, 1999 the requirements for Eagle changed with the addition of the
Pers Fit MB now being required, Safety MB becoming a non-Eagle required and
Hiking and Biking were added as optionals with swimming (one of the three
must be earned as one of the 21 required.) Because the actual merit badge
booklet for Personal Fitness is being revised and won't be out until the
first of the year (target), scouts may choose to complete Personal Fitness
using the old requirements until 12/99. The new requirements are reflected
in the 99 Advancement Guidelines - its just the MB booklet that is not out
Your District Advancement Chair should also have this info and if he/she
doesn't, your Council Advancement Chair should.

I don't have the full answer...but I doubt I'm the only one you will hear
The December deadline, as I understand things, was for Eagle candidates
who's posts got transferred to LFL Exploring. Venturing Crews have no
deadline. "Advancement Committee Policies and Procedures" lays out
requirements, but makes no mention of the LFL Exploring issue.
If LFL Explorers were waived on the new requirement, I missed that one...
I vaguely recall some mention of that in a previous thread on this
never saw anything "official" come down thru council here. Can anyone else
on the list shed light on that?
As far as coding changes from Exploring to Venturing...your DE should know
the story there. AS you probably know, Venturing stood up 1 Aug 98 as did
LFL Exploring. Anything that happened with the unit designation would have
happened after that.
Looking thru your description, seems to me your contact at council was
confused in a pretty big way, since your Explorer/Venturer is also a scout
in your troop. Either that...or I'm confused. Doesn't make sense to me
that a scout can work under the old requirements just because he's also in
LFL. Again, if I missed something along the way...the list will get me

he/she is up to speed when the dust settles from this.
