It's in the 1999 Boy Scout Requirements Book.

Actually it should have happened ON THAT DATE - 8/1/98.

If he IS a Scout and a Participant in LFL/Exploring he can indeed use
the old (1998) requirements until 12/31/99.

The bottom line is, your Scout WAS given bad information, but it's not
an insurmountable problem. If his former BSA Exploring Post is now a
BSA Venturing Crew and not a LFL/Exploring Post, he must use the current
requirements, and must earn the Personal Fitness MB. 14 weeks DOES give
him enough time to meet either the OLD requirements (with a 4 week
training period) or the new ones (with a 12 week period).
