I must have a defective copy of the Advancement Procedures Guide, because
mine doesn't say anything about modifying requirements based on "SM
judgment" or deciding things on a "case by case basis" in the advancement
A boy is either "living the scout oath and law in his daily life" or he is
not. There is no "gradation" or "level" to this requirement. We don't say
"obey 6 of the 12 laws" for Tenderfoot, "8 of 12" for second class, etc. We
expect every scout at every rank to live the oath and law.
Why is it included in each rank? If you didn't have it in each rank, which
one would you put it in? IMHO it's in each rank to handle the more normal
progression where a boy does not complete more than one rank at a time.
It's that safety valve that says we don't have to look like fools and
recognize achievement by advancing a scout who has met all of the other
requirements but does something like getting arrested for drugs, fighting
with another youth, cheating at school, shoplifting, etc. The presumption
should be that the scout is living the oath and law in his daily life.
Signing off on this requirement is an opportunity for the SM to talk with
the boy about what it means to be a scout. The SM should ask the scout how
he meets the requirement. The SM should only refuse to sign off if there's
something he can point to that shows how the scout has failed to live the
oath and law, and the SM should then tell the scout what he can do to
