Good question...I will answer for how we handle this in my troop.
There USED to a be a time requirement between Tenderfoot, Second Class, and
First Class, like for the other ranks. When those were removed, we decided
that waiting time between the ranks was no longer an issue.
We have had boys advance two ranks at the same time (of the lower ranks, of
course). We have used two procedures interchangeably.
One method is to do SM conferences for the boy at the same time--takes a
little longer, as does the Board of Review for both at the same time. But,
we have done it. The other way we have done it is to do the SM conference,
have the boy go to his Board of Review, then do a 2nd conference and a
second board...(our board has a standard meeting time, and any boy who is
ready can sit for the board that night).
Either one, in my opinion, works. Again, since there is no longer any time
period between these basic ranks, I don't feel like I should hold the boys
up, especially if they have completed all the requirements (and yes, you are
right, it is possible and not uncommon to have a boy do t-foot/second class,
or second class/first class at the same time).
