starting OA lodge

We're getting ready to start our Troop meeting again in the new school
year, and one of the things we'd like to do ASAP is get a OA group
started. I've written to Dallas asking for info from Direct Service, but
haven't heard anything yet, so I thought I'd garner some wisdom from the
I ASSUME that what we need to do to start a lodge is have the
Scoutmaster make a shortlist of all the boys he feels are eligible for
OA. Requirements include being First Class, have 15+ nights of camping,
at least 5 of which must be consecutive, and show camping ability and
Spirit above and beyond average.
The Troop then votes on who They think fulfill those requirements. Then
we send those names to Dallas, and have the kids buy the sash.
My understanding is that the Troop may also elect one adult to OA.
Can the committee recommend an adult, or a list of adults?
When can we hold the vote? Anytime? Twice a year?
Any other caveats?
