As a 3xCD, I'll disagree with the conclusion but support the reasoning...
It's true that the WB experience is a carefully thought out process and that
as you go through the week/week-ends,
some ideas will grow out of the experience and discussion with others on the
course. You do have to be very careful not to come to the course with your
mind made up and closed to other ideas. But, one of the frustrating parts of
putting a ticket together if you are not the prime leader (SM,VC,etc) is
choosing ticket items that are not supported by the prime leader when you get
back home. I've seen a lot of tickets that had to be re-written because the
SM or Troop Committee didn't want to go in the directions chosen.
My advice to prospective participants has been to talk to your Scouting
partners (even if you are the prime leader) to brainstorm the needs that your
group has and clearly establish directions you want to go and where you don't
want to go. It's OK to bring a tentative list of things you'd like to tackle
but please, please, please, be open to what light might yet break forth from
the WB experience!
