Does your pack participate in the Trail's End Popcorn Sale? Local Packs
and troops earn good returns on this popcorn sale. Our council sold over
$900,000 worth of popcorn and the participating units received a good
share of that back in commissions. The units that made an effort to really
sell the popcorn earned enough commission to offset a lot of these program
costs. This is one way to help keep the cost of scouting down.
I know of a number of packs that charge an activity fee such as the $30 you
mention. If you do have scholarship money, make sure that the parents
understand that you will give assistance if possible if they can not pay
the fee but I would not tell them how much is available in order to safe
guard against free loading. I will be interested in reading the other
replies to see how this is handled around the country.
