Questions regarding order of the arrow.
In the eligibility requirements for OA it states that the scout is elected by
his peers FOLLOWING APPROVAL BY THE SCOUTMASTER (caps for emphasis, not
shouting). Does this mean that the SM can disapprove a scout who meets all the
other requirements (rank & 15 days camping). Does his layer of judgment on the
qualifications of the scout factor into this. For example, if a first class
scout with 15 days of camping is felt to be too immature, should or could the SM
hold him for a year until the next election cycle. If a scout eligible for OA
has behaved in a manner Not consistent with the scout O&L could or should he be
held back for a cycle.
I ask these as a new scoutmaster who is faced with re-establishing an OA
presence in a troop that has not had an election in many years.
