I passed this on to my wife, who is our local Service Unit manager,
and a council trainer. She said that it sounds like this is a place
for a Girl Scout Group, not a Girl Scout Troop. A "Group" is collection
of various aged girls who are organized around a particular interest.
Groups are fairly new and make up a minority of the units in Girl
Scouting, so the council people may not have been familiar with the
concept. So they may need a pointed question or two to go dig up the
information about the program rather than it springing immediatly to mind.
