Trouble Completing First Class Swimming Requirement

If this has been discussed, please point me to the thread. I could not
find it in my archive search.
I'm having a very difficult time finding a pool that will let me test my
boys with clothes on. My city rec centers and military bases have a
specific policy against Scouts entering their pools clothed. It is not
aimed at Scouts, but enough Troops have asked that the staff anticipates
the request and is ready to deny it. My first year Scouts who passed
the swim test at camp master this requirement at camp, but my beginners
could not attempt it. I would hate to force them to wait for a year more
for First Class just for this requirement.
Is anyone else having the same difficulty?
If so, should we review the requirement? I can find work-arounds, but I
have a lot of resources available. I doubt that National intended this
requirement to depend upon a parent providing a private swimming pool or
the boys to complete this requirement only at council summer camp.
If not, what was your approach to have your local policies changed or
what is the pool policy that allows Scouts to enter clothed for this
