So the council should police our units for us? As Patrick Henry said
"Forbid it, Almighty God!" Isn't this the job of the unit committee
and the cubmaster? If one of my leaders did something like this I
would probably be highly irritated but I wouldn't blame it on COUNCIL!
I would expect the committee chair to discuss the situation with the
leader involved and if they don't come to an agreement I would then
expect the committee chair put it to the full committee (even thought I
doubt it would come to that). If this leader continues to disregard
the committee's decisions I would expect the committee (through the CO)
to ask for his resignation.
This is not a Tour Permit issue at all, but actually a power struggle
within this pack that needs to be resolved within the pack. A den
leader SHOULD be able to plan and implement den outings and they SHOULD
file their own Tour Permits! As for scheduling time at a council camp
and using unit funds without authorization of the committee the leader
should be informed that this is NOT ACCEPTABLE!!!
