Scouts-L Mail Archive for August of 1999: Webelos Canoeing?

I've been off the list for a couple weeks due to Scout outings.
I have a question for the group.
I am chair of our fall district camporee. Our theme is "Eco-Challenge",
loosely based on the Discovery Channel series of the multi-sport
expedition race. Our "eco-challenge" will involve two parts, a half day
canoeing activity and a half day round robin of land based events.
The canoe portion will involve canoeing about 7-8 miles on a slow moving
class I river.
The question came up last night at Roundtable, can Webelos come? A
professional Scouter present said that Webelos cannot be in canoes.
This is contrary to what I have known. My understanding is that the same
rules apply to Webelos as to Scouts with the exception that the Safety
Afloat trained adult ratio for Webelos is 5 to 1 rather than the 10 to 1
The question is; Can Webelos participate in a district sponsored canoeing
activity assuming they are swimmers and have the proper number of Safety
Afloat trained adults?
What says this list of knowledgeable Scouters?
