WRITING, signed by the Council's Scout Executive (as he is the ONLY person
in your Council to authorize such a revision to the Safe Guide to Scouting,
per national BSA risk management and health and safety policies).
Paul's absolutely right, Robert....the Safe Guide does state that you do NOT
have to have "two registered individuals" to accompany Scouts or
Ventures...it's always a great idea to have that, but it's not mandatory
because of the plain truth that it's hard to get those two registered
Scouters there all of the time for every outing.
So, again, go back to your Council and ask for this in writing. If they
choose not to provide it to you in writing, then the policies as written in
the CURRENT Safe Guide to Scouting applies to your unit and every other unit
in your Council.

two questions about that, and because I've boxed up my "four pounder" in
advance of my redeployment from Honduras next week (yes, I'm coming back to
the States..first to New Orleans and then to Atlanta before going to
