OKAY.....here, I think is the gist of what we have all concluded by our
discussions.....and then MAYBE we can put this baby to rest!(?)<VBG>
1. The G2SS stated that on an outing, the MINIMUM leadership standards
that must be met are one YP trained and registered scouter and one other
parent. One of them must be 21 or older.
2. SOME councils (mine, for instance) and SOME troops (ditto) choose to
"take a position" (note that I did not say "require") that all adults
providing leadership to scouts on camping trips be registered and have YP
training. Some go even further by "taking the position" that leaders
should, in addition, be trained.
3. If a council "takes this position", exceptions are USUALLY made for:
a. events billed as "family campouts"
b. a one-time exception for recruitment
4. SOME councils go further by stating that non-registerd adults may not
stay on the council-operated camping facility.
5. BSA liability insurance does not extend to adults providing leadership
that are not registered scouters.
NOW.......can we all agree that what "position" is expounded by our DEs and
other reps in our individual councils will be AT LEAST the minimum standard
set forth in the G2SS BUT may be more conservative. I personally think
that our council's position serves our scouts well.
