Stan is correct that there is "no such things as an "un-registered
scouter" or a "not-registered scouter". If you are a Scouter, you've
registered. If you haven't registered, you're just the parent of a
Scout or some other adult.
HOWEVER, if statement that "To go on troop camping trips (not family but
troop) you must be either a scout or a scouter" is NOT correct.
The Guide to Safe Scouting says:
Leadership Requirements for Trips and Outings
1. Two-deep leadership:
Two registered adult leaders, or one adult and a parent of a
participating Scout, one of whom must be at least 21 years
of age or older, are required for all trips or outings. There
are a few instances such as patrol activities, when no adult
leadership is required. Coed overnight activities require
male and female adult leaders, both of whom must be 21
years of age or older.
Note the first sentence says "Two registered adult leaders, or one adult
and a parent of a participating Scout ..."
Any parent, even if not registered, may attend any Scouting activity,
