Our Troop has a policy of requiring a peer review before the
Scoutmaster conference for a new rank. The peer review is where
a few of the First Class or higher Scouts get together and quiz the
advancing Scout about the requirements for that rank. The
advancing Scout can fail the peer review and not be allowed to
move forward until he can pass it. I have been told that this
procedure was implemented by the Scouts before I became a part
of the Troop, but I can not say why.
I am feeling a little uncomfortable with what appears to be an added
hurdle for an advancing Scout that is not part of the standard
process of Scoutmaster conference and BOR. I would appreciate
comments from the list.
