This is a topic that often comes up in Scouting. There are many members of
the American Legion that have scarred memories of flag-burning protesters at
home while they were serving their country. In their minds any flag-burning
is associated with disrespect. This is an understandable emotional response
to a difficult past experience. However, this response can produce answers
that are not accurate in the context of retiring a worn-out flag. The U.S.
Code provides for destruction of the flag by burning. Title 36, Section
176(k) states "The flag, when it is in such condition that it is no longer a
fitting emblem for display, should be destroyed in a dignified way,
preferably by burning."
