So he's registered in the Troop in Ohio. That's his PRIMARY Troop.
He needs to contact the other Council and have them to remove his membership
with that Troop so that he's not counted TWICE against the BSA's national
See, technically, he doesn't NEED to be registered with both Troops. The
fact that he's registered in Ohio allows him to participate with BOTH
Troops, camping or no camping. Only ONE however, processes all awards and
advancements (the Troop in Ohio). As long as he is duly registered as a
BSA member in your Council, Mary Lee, it's fine that he chooses to
participate as a guest of the Troop in Missouri while he's gone to military
Anything he earns or completes in Missouri can be sent back to the Troop in
Ohio for posting and recording; the presentation can be made at either or
both locations, depending on the advancement concerned.
There is no requirement to provide a transfer sheet, but as a *personal
protection item*, I would provide one every time he goes back and forth
between the two locations.

The fact that indeed his "home Troop" has been processing all of the
paperwork, has saved the day in this case. Tell him to KEEP ALL of the
paperwork he gets in Missouri...including completed merit badge cards and
