The Council runs only the STRUCTURE of the camp's operation. They are the
facility managers, the instructors and the coaches. They also provide the
meals or foodstuffs for your meals, provide first aid above and beyond what
your Troop can provide and provide additional leadership and guidance above
But EVERY TROOP attending summer camp anywhere develops their OWN UNIT
PROGRAM. It's like going to a KOA, Sarah. At Kampgrounds of America, the
facility manages the property, makes sure that everyone has a place to live
or "hook up", and makes sure that the pool and lake are clean and safe for
you to swim or fish in. They also run a small camp store, whereby you can
pick up supplies or restock your pantries, and some also have a place
whereby you can sit and stare for hours if you care to. Many KOAs also have
weekly campfire programs or shows in which all residents are invited to
attend and participate.
But when you come into the KOA's grounds, you're responsible for your own
program and keeping your group together during that stay. You're also
responsible if one member of that party breaks something or someone. You
have your own leadership.
You're right...ALL summer camps (all CAMPS PERIOD) should be unit-run. And
they are, even those being conducted at a BSA-certified summer camp facility.
