CO Selecting Membership

Within the past year, we have had a Venturing Crew start up at the local
catholic high school. This crew has over a 100 members and accomplishes
atleast 1 high adventure activity a month. The school is only allowing
students from the catholic high school to join.
One of my many scout hats is a position on a Trust Fund committee that
financally supports scouting within our town. My problem is that a number
of the trust fund committee members won't believe that the chartered
organization can restrict membership (and have made comments that they don't
think that the trust fund should support this unit). These guys also don't
believe that the CO owns the unit including equipment and funds if the unit
Can someone please tell me the booklet, rule, BSA by law that allows a CO to
decide its membership of its own unit. I would really like to inform the
rest of the committee with hard facts.
