To all the wise sages on the List, I have a question that needs answering.
The situation as follows occurred in the past week during summer camp.
An older scout, age 15 and a Life scout, was observed by two other scouts
(all from the same troop and attending camp for a second week as members of a
mustang patrol) attempting to create a fire bomb using a plastic bottle,
canvas tie strap and aerosol bug spray. This incident took place on Monday
outside of the campsite area, no adults present, and wasn't reported until
Friday evening after the older scout had gone home. The incident was
reported to the camp director, both younger scouts gave the same report
during separate conferences. The camp director contacted the older scout
about the incident, which he denied. The camp director proceeded to allow
the older scout to return to camp as a counselor in training without further
action. The camp director was advised that this scout has had a history of
causing problems with the use of fire, to the point that his Fire'n Chit was
taken away 2 years ago, and has continued to disregard the troop
disciplinary action of his possession of fire starting materials. I won't go
into great detail of the incidents, but this problem exists outside the
scouting program as well, to the point that one incident got him expelled
from private school concerning a bomb scare.
The advise that is needed concerns the Troop Committee's action on whether to
suspend or expel this scout from the troop and how far they should make this
decision reach if he decides to go to another troop. They consider this
young man to be dangerous to others as well as to himself. The other problem
is that his mother is a member of the Troop Committee and is in denial that
he is back to his fire bug mode.
