Mile swim or not?

During summer camp at Camp Cherokee they conduct a mile swim.
It is done in a pool and is, to say the least, not controlled
We had some boys from our troop enter the swim and all received
credit for finishing it. However, one Scout did not even come close
to swimming a mile as it was intended. He would walk the shallow
end, hang on to the wall at the deep end until he caught his breath
then struggle on back to the shallow end.
This is a scout that likes the Macho image but does not want to
work for it. During pants flotation day he spent his time
hanging onto the wall. During any kind of troop chore he finds a
way to kill time doing nothing until the troop has done the work.
I would like to start trying to correcting some of this action.
Here is my first thought. I want to ASK him not to accept the
mile swim patch based on Scout honor. This gives him a chance
to show some character.
What do you think of this approach. Should I just drop it and
award the patch along with the others (who worked their tails off)?
Should I be more aggressive and not even allow him the option
(can I even do that?)
