I think I need to clarify a couple of things.
A number of people have asked me why the money isn't available to refund
fundraiser money to a Scout who is leaving the troop. First of all, we
thought that the intent was clear when we told parents (in writing) last
fall that Scout accounts could be used for troop outings at the
discretion of the Scout and his parents. Apparently that wasn't clear
enough, as we're now discovering. We've since adopted a policy that is
much clearer, and we've also discontinued collecting and "banking"
money that they had been contributing toward their accounts when they
pay their weekly dues.
Secondly, when this boy indicated he intended to leave the troop (and
Scouts, apparently), the troop treasurer transferred what was in his
acccount to the general troop fund, most of which was subsequently
loaned to several new Scouts to pay for summer camp. (Most has already
been repaid through a couple of car washes we've had recently.) It
wasn't until after the money had been transferred to the troop account
and loaned to other Scouts that this boy's father approached the troop
for a refund.
Our troop is quite new (18 months), and we've only recently had a real,
functioning troop committee.
I appreciate all of the responses I've received, and I'll pass the
information along to the rest of the troop committee.
