Jay and Rick,
I'm sure that Marine is glad his Scoutmaster was a hard nosed, by the
book kind of guy. The skill may not be 100% needed in today's society.
After all, we all are sure to wear our PFDs any time we are in/on/over
the water, aren't we. Remember the last time you boarded an airplane
and were handed a PFD? In any event, the skill and knowledge enabled
that Marine to survive. Should we ask less of uor youth today?
I vote for keeping the requirement, with the provisos that allow for
health and safety outs.
