I contend that the troop committee can wave 9b , c, d. i want to for safety
reasons especially the inflate and float section.
my troop committee says we can only do it for medical reasons.
While I can think of a few situations where safety may be a sufficient concern
to waive the requirements, e.g. a bona fide physical disability which prevents
the scout from performing the task, I would be very hesitant to waive the
"inflate and float" requirements just because a boy is a weak swimmer. The
fact that he has difficulty swimming could be the best argument for taking the
time to ensure he can perform the inflate and float. I have to think back a
couple of years to the much-publicized story of the Marine who fell from a
helicopter carrier in the Persian Gulf, and used his pants to float for two
days until he was rescued. We do a boy a disservice to waive a requirement
just because he has difficulty accomplishing it.
