I am the Scoutmaster of Troop 62, Otetiana Council, Rochester, NY, and have
encountered your situation (or similar situatations under the prior
requirements, a number of times. Troop 62 is nearing its 50th anniversary,
and so I can call on a deep resorvoir of knowledge among present and past
troop leaders and scouts.
We treat each case on an individual basis. However, as a rule of thumb, the
Troop Committee, upon my recommendation, will provide a waiver on safety
grounds to a non-swimmer, but only after determining that the scout has made
honest, repeated efforts to meet the requirements.
It is our view that if a waiver could only be granted for medical reasons,
the word "safety" would not be included in the waiver clause.
