I contend that the troop committee can wave 9b , c, d. i want to for
safety reasons especially the inflate and float section.

I am not certain that I received your entire message. You did not state the
reason for the safety concern. If you feel that requiring this type of
demonstration is unsafe, then I recomend you to go watch these requirement
being performed. These requirements have been used since I was a kid at
camp. (and that was a long time ago.) I think you will find, that not only
are there no safety issues, but the scouts will enjoy the experience and
knowledge. You should encourage the scouts as they will have little
dificultly in completing these requirements.
If on the otherhand you have a scout with physical limitations, due to injury
or birth defect, while not medical, then your concern may be valid.
I suggest more discussion.. Thesse skills are taught in a controlled
environment. I am always ready to dive in to the aid of a scout. However, I
have never be required to get wet! Let the boys prove what they can do.
When you do, they will surprise you every time!
