No disrespect noted; but you raised a great question which deserves a good
You stated correctly that the CURRENT (1999) Insignia Guide states:

There are three times in which adults should wear the Eagle Scout Award, and
two of the three are in connection with the promotion of the Eagle Scout
Award among youth. ALL THREE of these events are "formal Eagle occassions"
as stated by the BSA's Eagle Scout Service back in 1994:
*Anytime a YOUTH member is being presented with the Eagle Scout Award (Eagle
Courts of Honor, recognition ceremonies, Eagle Scout presentations)
*Anytime an ADULT Eagle Scout attends a FORMAL Boy Scout, Venturer or
National/Regional/Area/Council/District or unit presentation ceremony, with
the emphasis placed on those events involving or recognizing Eagle Scouts
*Anytime an ADULT Eagle Scout is attending a FORMAL recognition ceremony
(Courts of Honor, Blue and Gold Banquets, Bridge of Honor, and those
National/Regional/Area/Council/District recognition dinners or events).
Ideally, those events will be also attended by youth Eagle Scouts serving as
escorts or as participants.
The Eagle Scout Award, Sarah, is designed to be shown as a National award
during FORMAL occasions only. Previous editions of the BSA's Insignia
(Control) Guide stated my previous statement (which doesn't include the word
"Eagle" because at all of those above events, Eagle Scouts are invited and
are part of the program; perhaps not with Blue and Golds as much now as it
used to be, but still they are considered formal events by the BSA).
At ALL OTHER TIMES, the special red, white and blue striped square knot
patch is to be worn by Scouters. This is the same as the cloth Eagle Scout
Badge for youth, which they must wear centered on their left pocket.
Thanks for making me explain this clearer, and thanks for finding the exact
wording from the current edition of the Insignia Guide.
