There seems to be some confusion about a scouts account and the troops
We set up scout accounts to credit them with funds earned or deposited for
summer camp and other special items.
The troop account is set up for troop fundraisers and for use by the troop.
Where was the money deposited? What was the fund raiser for?
If a youth transfers to another troop we transfer to COUNCIL his personal
money for transfer to the other troop. What the other troop does with it
depends upon their rules. If the scout leaves scouting usually there is
nothing due back, however, we had one youth leave and the parent had been
depositing money all year for his summer camp. We informed the parent that
the money had been transferred to council for his use going to the local
scout camp. The parent demanded the money from the troop and was told to go
to council. At council the parent was informed of the printed scouting camp
refund policy and was given the option of the partial refund or his son
attending the camp. His son attended provisionally and went to another troop
in September outside of our area (Family moved). When the final accounting
was completed for the summer program it was discovered that the boy had a
credit of $20 which was forward to his new troop.
